submit_incident
Description
Fires a game incident with team or player target context for cause and effect (from incidents.txt).
Parameters
<incident_name> <cause_team_or_player> <effect_team_or_player>
<name>— required operand{a|b|c}— choose one alternative[ … ]— optional clause
